MINUTES <br />CITY COUNCIL <br />MAY 27, 1998 <br />Wise reported thlt in doin~ a movie theater development, Cinemark's <br />concern is to get enough screens so that the available film supply can be <br />shown in one building. Cinemark would prefer a 17-screen theater. <br />However, this size buildin~ does not fit well on the site, Therefore, <br />Cinemark is proposing a 14-screen, 50,000 square foot building for the <br />Rice Street area south of Little Canada Road. Wise pointed out that this <br />area is loclted between the theaters in ,Roseville and .M. aplewood. <br />Wise indicated thaY as the project progresses, he would lil<e the ability to <br />see if some of the of'fice/retail development could be traded for additional <br />screens. <br />Wise reported that in order for Cinemlrk to ~et what they need out of a <br />movie theater project such as the one proposed, there must be enough <br />mass of related activity to bring people into the area. Wise stated that he <br />is aware there was some discussion about a redevelopment project <br />consistiug of the 10-acre parcel south of Little Canada Road. This would <br />not create tl~e level of interest that Cinemark woald need. Cinemark wants <br />other uses to be attracted to the area, sucli as food and more entertainment <br />opportunities for residents. Therefore, a certain amount of mass and <br />related i~nprovements as well as positioning of the Cheater is needed or the <br />project will fllter. Wise indicated that the area needs an all-day approach <br />to it. <br />Wise indicated that the project has made some progress, it has taken some <br />time to ~et it to the point it is, and that the City is beYter off doing the <br />project right. Wise felt that there was now somethin~ that the City could <br />move forward with. <br />Wise reviewed in detail his memo dated May 27°i, be~inning witl~ a <br />description of Yhe site boundaries. Wise pointed out tliat the bowling alley <br />and the Vitale office sites are optional at this poi~lt, 1nd ifthey are to be <br />iucluded in tlie redevelopment project, they will be acqL~ired privately. <br />Wise indicated that the doctor's office site will not be a parC of the <br />redevelopment area. <br />Wise reviewed the site plan indicating that it is conceptual at this point, <br />but that Cii~emaric has accepted the location of the theater as shown on the <br />plan. The loeation of other buildings on the site plan can be slid back and <br />forth. Two curb cuts will be required along Rice Street and Little Canada, <br />with a full signalized interchange at Little Canada Road and Rice Street. <br />Cinemark will need to lpprove the public street improvement plans <br />regarding lccess to the theater site, but it lool<s lil<e the traffic system will <br />work for the movie theater. <br />Wise proposed tliat Cinemark would lease a 60,000 square foot pad from <br />the City for a term of 20 years at a cost of $525,000 per year.
