MINUTES <br />CITY COUNCIL <br />MAY 27,1998 <br />agreement and s~ig~ested tliat it can be revised and an agreement worked <br />out. <br />Fahey hoped that relocation can be a liYtle flexible so that the theater site <br />does not l~ave to be completely razed at the time construction on the <br />theater begins. Faltey indicated that the City needs to be sensitive to <br />existing businesses as lon~ as possible. Consideration of relocation of <br />existing tenants is importanC to the Council. Fahey pointed out that the <br />bowlin~ alley, Dr. Allen's office, and 93 West Little Canada Road are <br />excluded from the redevelopment site. Fahey felt the lay-out of the <br />redevelopment site lool<s doable. <br />Wise indicated that it is probable the 93 W. Little Canada Ro1d buildin~ <br />will come iuto the project, Iil<ely as a secondary phase. Wise pointed out <br />that tlte purchase of this site would be ne~otiated on a private basis, and it <br />was his undersCanding that the owner would consider negotiating a <br />purchase. <br />F~hey indicated Yhat Wise's presentation outlines some clear expectations <br />and gives the City 1n idea of where Cinemark wants to go. Fahey <br />suggested that tlie agreements be worked on and that relocation issues are <br />addressed with the existing businesses. Fahey pointed out tliat with the <br />theater bringing 1 million people into the area in the course of a year, <br />these businesses may want to stay within the redevelopment disYrict. <br />Fahey stated thlt he would like to see the project move forward. <br />Scalze as]<ed if the numbers warked. <br />Rusty Fifield reported that conceptually the project works. There are <br />technical issues that will have to be resolved, but from a financial <br />standpoint, the project works for both parties. The risks and rewards of <br />the project wiil need to be laid out so there is a cle2r understanding of <br />what is necessary to m2ke the project worl<. Fifield pointed out that the <br />lease agreement is 1 import~nt component of the financing packa~e. <br />Wise pointed out that they h1d to match a site plan that was not final with <br />the financial analysis. Wise felt the lease ~tgreement would be a good way <br />of securing the City's position. It is simple and the City is dealing with an <br />investment-rated company. The lease amount is in the fair to reasonable <br />range, and the increment potential allows the development group to begin <br />on the rest of the redevelopment project. <br />I'ahey indicated that he supports the concept, but pointed out that the hot <br />bottons need to be resolved. Fahey aslced that City staff and Cinemark <br />worl< on the agreements. <br />
