However, there is no doubt in their minds that Media One <br />wouid bring iCS plant underground if NSP or other utilities ~o <br />underground. <br />Morelan stated that he would lii<e to see any new cable TV constiuction go <br />underground regardless of the fact that NSP might be overhead. <br />Gibbs stlted that Media One does not disagree. <br />I<evin Griffin, Media One, reported that currently 40% of the cable TV <br />p1anY in Little Canada is undergrotimd. Griffin explained the architecture <br />of the sysYem and the upgrade from tlie current 450 megaherst systein to <br />7S0 megaherst. Griftin furCher indicated that the upgrade wil] improve the <br />relitibility of the existiug colxial cable. Any cable which is abandoned or <br />broken will be removed. Griffin stated tliat the fiber wl~ich wiil be added <br />is not new constri~ction, bat rather au e~~hancement to tl~e exisYing system, <br />and wiil allow the system to seive smaller pockeYs of neighborl~oods in <br />conjunetion with the coaxial cable. To bring the pllnt underground would <br />put 2 financill burden on c~ble custoi~~ers. <br />Morelan sCltecl that he did not have too big a probiem with the smaller, <br />transparenC fiber which will be added 1nd wrapped witl~ the coaxial cable. <br />However, he did not w1~~t to see additional cable hung from utility }~oles <br />which <to not currently l~ave cable. Morela~~ stated that lie would like to <br />see fhis plant go underground. <br />Griffin replied that that was not a proble~n. <br />Gibbs replied d~at that was Medi1 One's undersCai~ding of riew <br />construction. <br />Pedersen stated thlt page 10, ~aragraph 4 of the franchise a~reement does <br />1101 S1y f~]IS. <br />Gibbs indicated thlt Media One would be prepared to consider this new <br />construcYion. <br />Morelau ~s]<ed iftlre City was adequately covered in tlle fi~anchise <br />agreement and ri~hCS-of-way ordinance to mal<e this happen. <br />
