After that point, the assessment is <br />levied against the property taxes for the individual parcels involved. The <br />Administrator reported that there is the option of senior citizen deferral of <br />assessments for those who qualify. <br />Morelan indicated that a$35,000 assessment again Pioneer Park seems <br />like a hu~e amount ~iven that the park property receives no benefit from <br />the water main improvement. Morelan indicated that if the property were <br />privately owned and a commercial business developed on the site, he <br />would not envision the assessment to be that much. <br />The City Administrator explained that the City's assessment policy treats <br />public property just like any other. <br />Pedersen asked what the cap amount was for a water main assessment. <br />The City Administrator estimated that amount at $4,600. Pedersen <br />pointed out that if the property owners were assessed at the $4,600 rate, <br />the difference would have to be made up by the City. Pedersen estimated <br />that the amount the City would pay in that case was about $5,000 less than <br />the $35,000 being proposed as the Pioneer Park assessment. <br />Morelan asked if water stubs were installed for Pioneer Park. The <br />Administrator replied that they were not, pointing out that the water main <br />is on the east side of Centerville Road. If the need ever occurred for a stub <br />for Pioneer Park, it could be easily installed without disturbing the <br />roadway. <br />The City Administrator proposed that the money for the Pioneer Park <br />assessment come from the Water & Sewer Capital Reserve account. <br />Morelan asked if the City has ever assessed other public property applyin~ <br />the assessment policy. The City Administrator replied that both NSP and <br />railroad property had been assessed, in addition to other City property. <br />There was no one from the general public present wishing to comment on <br />this matter. It was noted for the record that the City has received no <br />written objections to the assessment. <br />Upon motion by Morelan, seconded by Pedersen, the public hearing was <br />closed. <br />Mc Morelan introduced the following resolution and moved its adoption: <br />RESOI.
