MiNUTES <br />CITY COUNCIL <br />OCTOBER 14, 1998 <br />thou~ht that projects should be funded ag~ressively so as to give the City <br />some flexibility in other funds. <br />Scalze indicated that she was thinking about economic development <br />efforts in the Rice Street area. <br />The Administrator reported that under the lawful purpose definition 10% <br />funds can be used for youth activities for persons under age 21 as well as <br />for fire and police equipment purchases. This lawful purpose statute was <br />recentiy broadened to include fire and police as a result of the City's <br />efforts. The Administrator reported that the committee felt the money <br />should be spent far the projects as recommended and this would free up <br />the use of other funds. <br />LaValle stated that he would prefer not to see the fund balance down to <br />zero. The Administrator pointed out that beginning in 1999, the City has <br />to report to the State on how the funds are being spent. From the reportin~ <br />standpoint, the Administrator felt it may be a good idea not to carry a large <br />fund balance. <br />Muriel Bianchi appeared before the Council reporting that the request for <br />City participation in the development of basketball courts at Little Canada <br />Elementary School has been increased from $6,500 to $8,620. Bianchi <br />also reported that due to some bids for striping, it may be that the cost will <br />be even ~reater. Bianchi asked that if other fundin~ is not identified, that <br />the City would agree to pick up the additional costs. Currently the Little <br />Canada Parents Teachers Organization have agreed to fund $6,000, Little <br />Canada Charity Plus will fund $6,000. Bianchi reported that the School <br />District is funding draina~e correction work. She also reported that an <br />application will be submitted to North Suburban Youth Association <br />requesting financial participation in the project. <br />Fahey indicated that he was reluctant to commit any additional monies <br />over the $8,620 from the City. Fahey felt that the additional funding <br />should come from North Suburban Youth Association, pointing out that <br />this is clearly a youth-oriented project. Fahey pointed out that the City is, <br />thus far, the largest contributor to a project, which is located on School <br />District property. <br />Bianchi reported that she will pursue the grant application with NSYA. <br />She also thanked the City for their participation, and indicated her <br />appreciation for the cooperative effort the City is putting forth. <br />Mr. LaValle introduced the following resolution and moved its adoption: <br />
