MINUTES <br />CITY COUNCIL <br />OCTOB~R 28,1998 <br />Morelan indicated that it appears from the budget balances that the <br />completion of ]ighting could be moved to the year 2001 without any <br />problem. <br />Scalze suggested that the City request the full amount from NSYA. The <br />Parks & Rec Director indicated that it is his understanding that they either <br />approve or disapprove funding requests, and suggested that he meet with <br />NSYA to determine the amount of funds they have on hand before <br />submitting a funding request. <br />The Council also discussed that there may be some economies of scale in <br />doing all the lighting at one time. Therefore, it may be better to delay <br />lighting Che fields until the year 2000 while completing all of the lighting <br />in that year. Staff indicated that some research will be done to try to <br />determine this. Additional information will be presented at the next <br />budget workshop. <br />The Council discussed the $5,000 budgeted for restoration of the old pump <br />house on Little Canada Road. It was suggested that the Parks & <br />Recreation Commission discuss this project and make a recommendation <br />to the Council. Scalze requested that the decision on whether or not to <br />proceed with the restoration come back to the Council for finalization <br />before implementation. <br />Morelan suggested that the parking lot at the Demont Avenue warming <br />house should be blacktopped. It was the consensus of the Council that the <br />Parks & Recreation Commission make a recommendation on this issue as <br />well. <br />The Administrator noted the monies programmed in 2002 and 2003 for <br />completion of trail connections or other projects not yet identified. Scalze <br />felt these trail connections were just as important as the footbridge <br />between the Water Works and Spooner Park which is programmed for <br />2000. The Administrator noted that the footbridge project has been moved <br />forward in the CIP budget from previous years, and suggested that the <br />Parks & Recreation Commission take another look at that project. <br />Morelan questioned why the Rushes of Gervais boardwalk was budgeted <br />for 2001. The Parks & Recreation Director indicated that these allocations <br />are a result of the priority system the Parks & Recreation Commission <br />used. Morelan suggested that the Commission should prioritize projects <br />by their importance, and not necessarily slate them for a certain year. <br />Once projects are prioritized, the Council can then fund them as quickly as <br />it can. Morelan reported that the Commission established a 1999 CIP <br />budget and will take another look at future projects. <br />5 <br />
