MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1998 <br />Scalze asked if sealed bids would be taken. The Administrator replied that <br />sealed bids were obtained for the last truck purchase. However, it was <br />noted that the Fire Department is not required to obtain sealed bids. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI.UTION NO. 98-11-267 -APPOINTING THE MAYOR AND <br />CITYADMINISTRATOR TO THE FIRE DEPARTMENT TRUCK <br />COMMITTEE W/TH THE PU73LIC WORKS DIRECTOR TO SERVE <br />ON THE COMMITTEE SHOUI,D THE MAYOR DECLINE TO DO <br />SO <br />The foregoing resolution was duly seconded by Mr. Pedersen. <br />Ayes (3) Morelan, Pedersen, Scalze. <br />Nays (1) LaValle. Resolution declared adopted. <br />TH61 RAILROAD The Council reviewed the correspondence received from County <br />CORRIDOR Commissioner Victoria Reinhardt requesting City support for the <br />PLANNING coordination of work on the Highway 61 railroad corridor. Council <br />questioned whether or not this project was in conjunction or an alternative <br />to previous discussions about light rail mass transit along Interstate 35E. <br />It was the consensus of the Council to table this matter pending some <br />additional information. <br />The City Administrator indicated that he would obtain some additional <br />information on the project and report back to the Council. <br />Mr. LaValle introduced the following reso(ution and moved its adoption: <br />RESOL UTIDN NO. 98-I1-268 - TA73LING ACTION ON THE <br />RESOLUTION OF SUPPORT FOR HIGHWAY 6I RAILROAD <br />CORRIDOR PLANNING PENDING ADDITIONAL INFORMATION <br />The foregoing resolution was duly seconded by Morelan. <br />Ayes (4) LaValle, Morelan, Scalze, Pedersen. <br />Nays (0). Resolution declared adopted. <br />ASSESSMENT The City Administrator requested that the Council establish assessment <br />CAP RATES cap rates for the 1999 improvement projects. This information will be <br />helpful in discussing the proposed improvements with affected property <br />owners at upcoming neighborhood meetings. The Administrator reported <br />that in 1995 the cap rate for street improvement was $45 per foot. <br />According to the City's assessment policy this rate is to be adjusted by the <br />4 <br />
