MINUTES <br />CITY COUNCIL <br />NOVEMBER 25, 1998 <br />Municipal State Aid to the General Fund, and the fourth is the transfer of <br />Parks & Recreation overhead from the ] 0% Fund to the Capital <br />Improvement Fund. The City Administrator suggested that the second <br />option, the use of future debt levy reduction, was likely the best since it <br />will become the ultimate source for balancing the bud~et. If the debt levy <br />reduction is used, the amount of money needed will have to be <br />programmed into these numbers. <br />Morelan stated that he supported taking the money from the debt levy <br />reduction since this fund is ultimately the answer for balancing the budget. <br />Morelan pointed out that the City wi(1 need $70,000 each year to balance <br />the budget. <br />The Administrator pointed out that the $69,250 is the tar~et number today. <br />Attempts will be made to further reduce that amount. <br />Scalze suggested that there were Capital Improvement dollars that could <br />be used to balance the budget. Morelan pointed out that there are no <br />dollars going into the Capital Improvement Fund as there are in the <br />Infrastructure Replacement Fund. <br />Scalze pointed out that the City held public hearings and took public input <br />on the monies that are allocated to debt levy reduction. Scalze did not <br />support taking those dollars and using them for another purpose without <br />any additional public hearings. <br />Morelan again noted that there is no income coming into the Infrastructure <br />Replacement Fund. <br />Scalze noted that the City is projecting a$57,000 General Fund surplus <br />that is being rolled into the Capital Improvement Fund. <br />Morelan noted that assuming the 1999 bud~et is balanced, the City will <br />still need $70,000 year after year to balance the budget. Scalze replied <br />that this is assuming that expenses will continue to rise. Morelan did not <br />foresee expenses dropping dramatically. <br />Scalze stated that she would rather use the surplus to balance the budget <br />than to take monies from the debt levy reduction. Scalze again noted that <br />public hearings were held on the debt levies, and she was uncomfortable <br />using those funds for another purpose without public input. Scalze noted <br />that the bonded improvements were done because it was felt they were <br />necessary for the survival of the City.
