MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 7, 1998 <br />Pursuant to due ca(I and notice thereof a special meetin~ of the City <br />Council of Little Canada, Minnesota was held on the 7' day of December, <br />1998 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Acting Mayor Beverly Scalze catled the meeting to order at 7:10 P.M. and <br />the following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Acting Mayor <br />Council Member <br />Council Member <br />Councii Member <br />Mrs . Hanson <br />Ms. 7ulie Manville-Camp <br />Mr. Brian Behm <br />1999 TRUTH IN The City Administrator reported that the 1999 proposed net levy increase <br />TAXATION is at zero percent. The City has had a zero percent net levy increase for <br />EIEARING four out of the past six years. As a result, a property owner will see no <br />increase in property taxes due the City unless their property's valuation <br />has been increased by the Ramsey County Assessor's Office. <br />Julie Manville-Camp, the City's Accountant, welcomed those present to <br />the City's Truth In Taxation Hearing for the City's 1999 proposed budget <br />and tax levy, and reported that the purpose of tonighYs hearing is to <br />discuss the City's impact on the t 999 property tax bill. The Accountant <br />noted that in addition to the City, the State Le~islature, Ramsey County, <br />School District, and miscellaneous jurisdictions affect a property owners <br />tax bill. Another factor is the County Assessor's office through the <br />assignment of property classes and valuations. <br />The Accountant pointed out that the State Legislature imposed levy limits <br />on municipalities as a means of constraining local taxation. For 1999, the <br />City's limitation is $1,612,679. However, the City certified a preliminary <br />levy in September of $1,517,327, which is approximately the same as last <br />
