MINUTES <br />CITY COUNCIL <br />DECEMBER 17, 1998 <br />Fahey noted that the issues of Mr. Ducharme's utilities will need to be <br />reviewed by the City Engineer and coordinated with the Watershed as well <br />as Mr. Kimmes before any final approvals are granted. <br />Upon motion by Mr. LaValle, seconded by Mr. Pedersen, the public <br />hearing was closed. <br />Council discussed the fill permit being requested by Mr. Kimmes. <br />Kimmes reported that he is requesting permission to place 300 yards of fill <br />on the east portion of Lot 1. Kimmes indicated that he is able to ~et this <br />fill for free, and placement of it will not cause any problems. <br />The City Engineer agreed that 300 feet of fill placed outside the low area <br />will not cause any problems. <br />Scalze pointed out that the City has minimum street width standards, and <br />that the 24-foot width proposed for Gilanderi is substandard. Scalze <br />questioned why the City would allow this substandard width for this <br />neighborhood when it would not for other neighborhoods. <br />Pedersen pointed out that the Gilanderi neighborhood was constructed <br />many years ago to substandard conditions. The road improvement done a <br />few years a~o was an attempt to upgrade conditions in an existin~ <br />neighborhood. It was pointed out that the Gilanderi neighborhood <br />supported the 24-foot road width versus 28-foot width. Fahey noted that <br />the City is requiring extension of the 24-foot road width to accommodate <br />one additional lot. Pedersen felt a 28-foot road width minimum would be <br />required if this were a new neighborhood. <br />Brian Ducharme asked if the 300 yards of fill would be leveled off, and <br />expressed concern about the placement and retention of the fill should the <br />development not proceed. <br />Fahey pointed out that if Mr. Kimmes cannot work out the grading and <br />draina~e as proposed, he has the ability to construct retaining walls to <br />keep ~radin~ within his own property. Either way the 300 yards of fill <br />will be necessary for the development. <br />Ducharme asked what will happen to the fill if Mr. Kimmes does not <br />proceed with the development. <br />Morelan suggested that the City would have to address that problem if it <br />occurs. <br />
