MINUTES <br />CITY COUNCIL <br />MARCH 10, 1999 <br />pointing out that the money is proposed to be collected since the property <br />is not paying taxes at the level it would if the site were fully developed. <br />Fahey felt that the money could be called a license fee for legal purposes <br />even if it is not used to offset costs directly related to the business. <br />Pedersen suggested that the City could set up a matching grant program <br />for properties in Ryan Industrial Park, and use the funds collected from <br />this fee to support grants to property owners wishin~ to up~rade their <br />properties. <br />Scalze felt that the issue of the use of this money should be decided prior <br />to voting on establishing the I-2 Zoning District. Scalze pointed out that <br />Fra-Dor is not the highest and best use of the property, pays minimal <br />taxes, and the money is being collected in lieu of taxes that would be <br />collected if the property were fully developed. <br />Fahey agreed that the license fee eliminated some of the objections that <br />Fra-Dor is not the highest and best use of the property. Fahey felt the <br />Councii should make no commitment tying the use of the money to Ryan <br />Industrial Park. <br />Morelan a~reed. Morelan pointed out that the Fra-Dor building is small <br />and does not generate a lot of property taxes while the business places a <br />high demand on City services. <br />Pedersen suggested that just because the money is not being earmarked for <br />Ryan Industrial Park does not mean the City will spend no money in the <br />area. Fahey indicated that the City will not establish a specific fund <br />committed exclusively to Ryan Industrial Park. <br />Stanke asked about the status of running sewer and water down Ryan <br />Drive. <br />Frattalone pointed out that there was discussion of constructing sewer and <br />water along Ryan Drive in the mid-1990's. At that time property owners <br />in the area were not in support of these improvements. However, <br />Frattalone proceeded to bring these utilities to his property. The utilities <br />are sized adequately to allow their extension to serve other properties. <br />Scalze asked about the temporary office trailer on the Fra-Dor site, <br />questioning whether this is allowed by Code. Scalze pointed out that <br />Donovan Construction had to ~o throu~h a permit process in order to <br />utilize a temporary office trailer on their property. <br />6 <br />
