MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />MARCH 10, 1999 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was held on the l Oth day of March, <br />1999 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 6:00 P.M. and the <br />following members of the City Councit were present at roll calL <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />Mr. Michael I. Hanson <br />Mr. Terry Maurer <br />Mr. Greg Schroeder <br />Ms. Elizabeth Mursko <br />Mrs . Kathy Glanzer <br />ASSESSMENT Mayor Fahey pointed out that the City adopted its Assessment Policy <br />POLICY in 1993 and as a result of applyinb this policy in the case of the <br />reconstruction of Minnesota Avenue, it has become apparent there are <br />some inequities in the policy. <br />The City Engineer reported that his o~ce has come up with six different <br />scenarios for the assessment of the Minnesota Avenue improvement in <br />addition to a strict application of the City's Assessment Policy. The <br />Engineer pointed out that the strict application of the Assessment Policy <br />results in an assessment for Cobblestone Village in the amount of $51,400. <br />The Assessment Policy utilizes the odd-shaped lot formula in calculating <br />the assessment for Cobblestone Village. The Engineer reviewed the six <br />options outlined in his March 3`d memo. The first is based on lot area, and <br />results in a Cobblestone Village assessment of $41,238. The second is <br />based on actual front footage is results in $12,152 in assessments for <br />Cobblestone Village. The third is based on an area/front footage <br />combination with an assessment of $26,695. The fourth is a unit <br />assessment in the amount of $29,228. The fifth is based on access and the <br />assessment is $18,268 for Cobblestone Vil(a~e. The sixth is based on <br />tra~c volume with an assessment in the amount of $5,553. <br />The Council discussed the odd-shaped lot formula which is a part of the <br />Assessment Policy, and it was noted that this formula is typically use for <br />cul-de-sac lots where an assessment based on foota~e alon~; the street <br />
