The parking could be <br />constructed on the level portion of the property. <br />Allen reported that the building he is proposing would be between 35 and <br />70 percent office. There would be very little truck traffic to the site with <br />most deliveries from delivery trucks and step vans. Again, the <br />office/showroom building would contain a fairiy significant amount of <br />office space. <br />Gagne reported that he is the fourth generation of his family to own this <br />property, and felt this was a chance to do something for Little Canada. <br />Allen felt the finished product he is proposing would be better than Gagne <br />thinks. Allen asked that the Council and property owners look at the <br />facilities his firm has constructed in other cities. <br />Gagne requested that the City raise its sights a little higher. Gagne also <br />commented on the City's use of TIF assistance in this area. <br />The City Administrator reported that he has pitched this site to many <br />developers. These developers have wanted the City to give them the site <br />for nothing and have still indicated that they cannot make a project work. <br />The Administrator pointed out that other cities have been trying to attract <br />hotel or motel developments, and have not been successful. <br />The Administrator further reported that the clock is ticking on the TIF <br />District in this area and unless the City is able to get this site developed <br />soon, TIF assistance will not be there in an amount to make the project <br />financially workable. The Administrator reported that he believes the City <br />has used TIF properly in the Country Drive area noting that excess <br />increments have been used to take out willing sellers rather than doing <br />forced acquisitions. This results in lower acquisition costs and a more <br />feasible development program. <br />Elaine Zoch asked if the City intended to proceed with forced acquisitions <br />if there are property owners unwilling to sell. The Administrator replied <br />that is a Council decision. <br />Fahey pointed out that the City has made it clear to people purchasing <br />property in this area that this is considered to be a redevelopment area. It <br />was noted that the City has an agreement with Franklin Drywall relative to <br />the potential redevelopment of the area. <br />Bill Quirin reported that he is interested in selling his property, but he is <br />not willing to give it away.
