MINUT~S OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />APRIL 20, 1999 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was held on the 20°i day of April, <br />1999 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 5:30 P.M. and the <br />following members of the City Council were present at roll call: <br />CITY COLJNCIL: Mayor Mr. Michael I. Fahey <br />Council Member Mr. Jim LaValle <br />Council Member Mr. Steve Morelan <br />Council Member Mr. Bob Pedersen <br />Council Member Mrs. Beverly Scalze <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Attorney Mc Tom Sweeney <br />Public Works Director Mr. Greg Schroeder <br />Code Enforcement Officer Ms. Elizabeth Mursko <br />Deputy Clerk Mrs. Kathy Glanzer <br />MORATORIUM Mayor Fahey reported that the purpose of tonight's special meeting is to <br />2600, 2G16, AND consider adoption of a moratorium for 2600, 2616, and 2620 Rice Street. <br />2620 RICE The reasons for adopting the moratorium were discussed at the April 14th <br />STREET Council meeting and indude the indication that one of the current property <br />owners would like to proceed with redevelopment of these sites while the <br />City is desiring to redevelop all three sites in a coordinated fashion as <br />proposed by Perry Linn. The Mayor pointed out that this evening's <br />special meeting would not be videotaped given that it was not typical for <br />the Council to videotape its special meetings. <br />Stephen Kelly, attorney representing Jay Reiling and Charles Drake, <br />owners of 2600 Rice Street, reported that he has watched the videotape of <br />the April 14°i Council meeting. Kelly reported that in reviewing the law <br />as it addressed the establishment of moratoriums, the law indicates that <br />there must be a balance of public and private interests. In establishing a <br />moratorium, the City must consider the economic impact of such a <br />moratorium on the landowners. Kelly indicated that the law might <br />consider the moratorium a taking when the economic use of the land is <br />denied. Kelly suggested that there are two questions or concerns he would <br />
