The Administrator recommended <br />approval of the development agreement subject to receipt of the letter of <br />credit. <br />Morelan asked how the letter of credit amount was arrived at. The <br />Administrator replied that it is a best guess estimate. He also pointed out <br />that the development agreement provides for an increase in the letter of <br />credit amount should one be warranted. <br />Mr. Morelan introduced the following resolution and moved its adoption: <br />RESOI,UTION NO. 99-7-183 - APPROVING THE COODYEAR <br />REDEVEI.OPMENT PROJECT I)EVEI.OPMENT AGREEMENT <br />AND AUTHORIZING THE MAYOR AND CITY~IDMINISTRATOR <br />TO EXECUTE IT ON I3EHAI F OF THE CITY <br />The foregoing resolution was duly seconded by Pedersen. <br />Ayes (5) Morelan, Pedersen, Scalze, LaValle, Fahey. <br />Nays (0). Resolution decllred adopted. <br />The City Administrator reviewed the recommendation for the creation of a <br />B-4 Zoning District for this property as well as other adjacent properties. <br />The B-4 District would contain the same provisions that Yhe B-3 DisYrict <br />did pria~ to modifications made in 1995. If a,~reeable, the Council should <br />call for a text amendment to create the B-4 District. <br />Scalze indicated that she was not interested in includin~ the veterinary <br />clinic or Tom's Auto Sales in the B-4 District unless there is a <br />redevelopment plan for these properties. Morelan agreed, but indicated <br />that he felt Gas-N-Go should be inchided given it is currently non- <br />conforming under the B-3 District and the plan would be to retain this use <br />on the site. The B-4 zoning would make Gas-N-Go a conforming use. <br />Scalze agreed. <br />Sc11ze pointed out that the creation of B-4 is only being considered <br />because the Council has before it a major redevelopment project it <br />considers a good use for the City. <br />Fahey pointed out that the veterinary clinic aud Tom's Auto abut <br />residential uses, therefore, he would prefer to consider rezonin~ of these <br />prope~7ies based on request. <br />Mr. Morelan introduced the followin~ resolution and moved its adoption: <br />IG <br />
