MINUTES CITY COUNCIL AUGUST 25, 1999 access from Arcade Street. Fahey suggested that action on the Richie property division be tabled until the Council can review the thoroughfare plan including recommended easements for road access into this back area. Fahey suggested that the Richie property division may be fine as proposed. However, he felt that the Council needed to review this additional information before proceeding. There was no one from t6e ~eneral public present wishing to comment on this matter. Upon motion by LaVal(e, seconded by Pedersen, the public hearing was closed. Morelan questioned whether the City will be able to put a plan in place for the area that will not be affected by the Richie subdivision. Scalze suggested that obtaining a few elevations and putting together some diagrams based on those elevations will be very helpful. If the Richie property is too steep for an access road, then this should be documented. Morelan suggested that he would be hard-pressed to deny the subdivision based on the fact that the access road could go through the Richie property. Scalze pointed out that the information will show if there are other options for this access road. Pedersen suggested that if this is the only place the access road can ~o, the Council ~uill have to deal with the situation. However, if there are other options, then the Richie subdivision is not a concern. Fahey su~~ested that once the information is in, the City should proceed to obtain easements for the road before someone else proposes the subdivision of their property or pulls a building permit and other parcels are landlocked.
