MINUTES CITY COUNCIL AUGUST 25, 1999 needed, the businesses need to be realistic about that. Carlson reported that they have worked hard to bring their property up to standard. He pointed out that he will screen auto parts so that they are not visible from the public right-of-way. Carlson indicated that Council Member Morelan commented that it would not be possible to screen entirely from the street, and he stated that he begged to differ. The only way the auto parts would be visible would be from overhead. Morelan stated that he understands Carlson's concerns, and agreed that code enforcement has been lax for so long that it is now a painful process for everyone. Morelan pointed out that if this were a new business trying to locate in the City, there would be nothing to discuss. The business would not be allowed. However, the business has operated in the City for quite some time, and the property needs to be cleaned up. Morelan pointed out that the Council realizes that Ryan Industrial Park is what it is, and as a result, changed some of the requirements for the area. The City is allowing Class V surfacin~ for storage areas and changed the requirement of continuous curbin~, as examples. Morelan stated that he realizes that the businesses feel this is not enough, however. With regard to screenin~, Morelan stated that Carlson might be right. While it may not be possible to screen the auto parts with a chain-link fence with slats, it may be possible to screen with a wooden fence. Fahey asked if the limits on the number of vehicles proposed by the Zoning Administrator was too restrictive. Carlson pointed out that the Zoning Administrator is requestin~ a site plan to show what will be stored on the site. He was concerned about what would happen if he mistakenly parked a vehicle on the site in an area not reflected as storage on the site plan. Carlson asked if there would be any flexibility once the site plan is finalized. Scalze pointed out that the Zoning Administ~ator is recommending the stora~e of I S cars on the site. That recommendation is a result of the joint meeting between the Zoning Administrator, City Administrator, and Mr. Carlson. Carlson acknow(edged that this number was talked about. However, he was concern that he would be in violation if he did not have everything parked according to how it is designated on the site plan. Morelan pointed out that the Zoning Administrator's initial recommendation was for a limit of 6 cars. That recommendation has now increased to 15. 16
