MINUTES <br />CITY COUNCIL <br />SEPTEMBER 22, 1999 <br />RESOI.DTIONNO. 99-9-271-CAI.LINGANASSE.S.SMENT <br />HEARING FOR WEDNESDAY, OCT073ER 20, 1999 AT 8:30 P.M. <br />FOR THE RYAN DRIVE (FRATTAI.ONE SEWER EXTEN.SION) <br />IMPROVEMENT <br />The foregoing resolution was duly seconded by LaValle. <br />Ayes (5) Scalze, LaValle, Morelan, Pedersen, Fahey. <br />Nays (0). Resolution declared adopted. <br />COUNTRY The Council reviewed the Country Drive property locations relative <br />DRIVE to the Franklin Drywail property and the desire of this property owner <br />UPDATE to sell his property. The City Administrator reported that when Franklin <br />Drywall purchased the property, the City entered into an agreement with <br />the property owner giving the City first right of refusal for the property at <br />a value set by an appraisal with that value to be adjusted by the CPI. <br />Morelan suggested that without a project, the City should not move <br />forward on the property acquisition. Morelan asked if the City had <br />sufficient funds for the acquisition. <br />The Administrator reported that as part of the Biagini project, the City will <br />be fully reimbursed its costs, and this will free up dollars to assist in <br />acquisition of this property. <br />Scalze pointed out that Franklin Drywall is a willing seller. The <br />Administrator reported that Bill Quirin is also interested in sellin~ his <br />property, although it is vacant land. Scalze felt that the City should <br />acquire the property noting that the City has indicated it would make these <br />acquisitions when the property owners are willing It was noted, however, <br />that although Mr. Gagne is willing to sell, a purchase price has not been <br />agreed on. <br />The Administrator again pointed out the option the City has on the <br />Franklin Drywall property, and expressed concern that if the City does not <br />purchase this site, another use will be re-established on the site and a <br />future acquisition would be more expensive. <br />Morelan asked about the Ketchmark and Rice properties. The <br />Administrator reported that the Rice's are interested in selling, however, a <br />price has not been agreed upon. The last time the Ketchmark's were <br />surveyed, the indication was they were not interested. It was further noted <br />that the Ketchmark's purchased their house well after the establishment of <br />our redevelopment district. <br />24 <br />
