MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANAllA, MINN~SOTA <br />OCTOBER 20, 1999 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was held on the 20'~' day of October, <br />1999 in the Council Chambers of the City Center located at 515 Little <br />Canada Road in said City. <br />Mayor Michael I. Fahey called the meeting to order at 7:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />Mayor <br />Council Member <br />Council Member <br />Mr. Michael I. Hanson <br />City Engineer Mr. Terry Maurer <br />Public Works Dir. Mr. Gre~; Schroeder <br />Zoning Administrator Ms. Elizabeth Mursko <br />Deputy Clerk Mrs. Kathy Glanzer <br />ASSESSMENT Mayor Fahey opened the Public Hearing to consider the assessment <br />HEARINGS - for the improvement of Minnesota Avenue from Rice Street to its <br />MINNESOTA termination as a public right-of-way at the east entrance of Cobblestone <br />AVENUE Village by street reconstruction, concrete curb and gutter, concrete <br />driveway aprons, and storm sewer. <br />The City Engineer reviewed the assessment roll for the improvement. He <br />pointed out that 80% of the cost of the improvement is proposed to be <br />assessed against benefiting properties, while the City will pay 20% ofthe <br />cost of the improvement. The Engineer noted the additional assessments <br />to the Bally's property for drainage improvements put into their parking <br />lot. The feasibility study estimated the total cost of the improvement at <br />$178,207.17, while the estimated actual costs are $165,335.89. <br />The Engineer reported that earlier this year there was review and <br />discussion of various options for assessin~ the Cobblestone Village <br />Townhome Association. At that time it was determined that the best <br />method to use was a front footage assessment based on the footage that <br />Cobblestone Village has on Minnesota Avenue. <br />
