MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1999 <br />Morelan pointed out that the City always has the ability to bond for the <br />street improvement projects, although he acknowledged how hard the City <br />has worked to eliminate its bonded debt. <br />Fahey stated that he had no problem with the $100,000 transfer, and noted <br />that the Council is not bound to carry through on the capital improvement <br />projects. <br />The City Administrator noted that the need for the transfer could be easily <br />avoided by eliminating projects. <br />Morelan suggested a loan from the Infrastructure Replacement Fund as an <br />option. <br />Scalze suggested that more discussion was needed on the Aspen trail <br />upgrade and discussion. Scalze questioned how many people this trail <br />serves in relation to the amount of money the improvements will cost. <br />The City Administrator reported that the existin~ portion of the trail needs <br />attention. Given that they would be contractors working in the area, it was <br />thought that the extension should be done at the same time in order to save <br />costs such as mobilization, etc. The Administrator noted that the <br />extension had previously been planned for 2002. <br />Council discussed the fact that the Aspen Trail is fairly new and <br />questioned the condition of the trail. The Administrator described the <br />deterioration and suggested that it is a design issue. He suggested that an <br />upgrade of the trail would include the installation of fabric to keep roots <br />from breaking through the blacktop. <br />Scalze suggested that if the majority of the Council supported the <br />$100,000 transfer, then she felt the money should be a loan and repaid to <br />the Infrastructure Replacement Fund. <br />Pedersen pointed out that the Aspen Trail is already damaged, and <br />delaying reconstruction a year will not make much difference other than <br />inflationary costs. The Administrator noted that if the improvement is <br />delayed a year, there will be no need to transfer funds from the <br />Infrastructure Replacement Fund. <br />Morelan suggested that perhaps City staff should look at the General <br />Capital Improvement Plan again and come back with a balanced budget. <br />Fahey stated that he was not adverse to moving money around between <br />funds to get projects done.
