MINUTES <br />CITY COUNCIL <br />DECEMBER 2, 1999 <br />The Accountant reviewed a pie chart that showed the allocation of 2000 <br />expenditures. She pointed out that 53% goes to public safety which <br />includes police, fire, building, electrical, mechanical, and code inspections <br />as well as animal control; 21% goes for general government, 17% for <br />public works, and 9% for community services. Per capita spending for <br />Little Canada is the lowest for the suburban Ramsey County cities at $162 <br />per resident based on the State Auditor's most recent information. <br />Next the Accountant reviewed a chart showing the allocation of City taxes <br />on a$126,100 median valued home. The total of the City's portion is <br />$299.15 per year, which is $24.93 per month for all the services provided <br />by the City. The Accountant reviewed another chart showing the City tax <br />for a range of homes valued between $75,000 and $250,000 for the years <br />1999 and 2000. Provided there is no increase in the valuation of a <br />property, the City's portion of property taxes decreased. The Accountant <br />reported that the same holds true for commercial properties and noted that <br />the impact is even more favorable due to the fact that class rates for <br />commercial properties have decreased at a greater rate than those for <br />residential properties. <br />The Accountant reported that this concludes her Tnzth In Taxation <br />presentation. She noted that the City's 2000 Budget adoption hearing will <br />be held on December 15°i at 7:30 p.m. at the City Center. <br />The City Administrator reviewed his memo dated December 2, 1999 <br />outlining some modifications made to the proposed 2000 Budget since the <br />last Budget workshop. The Council reviewed these changes which <br />include the recommendation of the City Administrator for a new, full-time <br />clerica! position. It was the consensus of the Council that these chan~;es <br />be incorporated into the final budget document. <br />The Council then reviewed the issue of a bonus for the City Administrator <br />based on his 1999 performance. It was the consensus of the Council to <br />award the Administrator a$4,500 bonus. Staff was directed to include this <br />as an agenda item for the December 151~' Council meeting. <br />There being no further business, the workshop meeting was adjourned at <br />8:15 p.m. <br />I.
