MINUTES <br />CITY COUNCIL <br />DECEMBER 15,1999 <br />Costanzo indicated that he is the owner of the property. He reported that <br />when he purchased the property he approached the City about putting in a <br />frame shop. However, because of the Zoning, this use was not allowed. <br />Costanzo contended that the City knew he was the owner of the property <br />because he talked with a couple of Council Members about his ownership <br />Costanzo indicated that he has no problem with blacktopping the required <br />parking. However, he does have a problem with the timing given the way <br />that utilities are run through his property. <br />Fahey asked what new information Mr. Costanzo hopes to present to the <br />Council in 30 days. <br />Costanzo indicated that he wants to look into what went wron~. Costanzo <br />indicated that he has a hardship because of the need to figure out how <br />utilities will be run. Costanzo also indicated that sewer was run across his <br />property without his consent. Costanzo indicated that he wants to be able <br />to connect to sewer. <br />Fahey noted that the recommendation is that required parking be paved by <br />June 3Q 2000. Fahey asked why the utility issue could not be worked out <br />prior to June 30°i with the paving completed by that date. Fahey again <br />questioned the need for the 30 day delay. <br />Costanzo stated that he is trying to get hold of the City to discuss the <br />sewer. The building at 3151 Country Drive is not currently connected to <br />sewer, and Costanzo indicated that he wants to connect this building to <br />sewer. Costanzo also reported that the City wants him to blacktop the 24 <br />required parking spaces on the outskirts of the property which would be <br />500 to 600 feet away from the building. Costanzo reported that he wants <br />to blacktop the entire front of the property when he is ready to do it. <br />Fahey noted that there is not much support for the extension to 2002 being <br />requested by Costanzo. Fahey felt that the June 30, 2000 deadline was <br />reasonable. <br />The City Administrator reported that the City obtained a 10-foot easement <br />on the east end of this property as part of the Frattalone sewer extension in <br />1996. There are three properties along Ryan Drive currently not <br />connected to sewer. At that time, the City discussed the sewer extension <br />project with these property owners and all three indicated that there were <br />not interested in sanitary sewer at the time. Therefore, the City went <br />forward with extending sanitary sewer down CounUy Drive to service the <br />Frattalone property. The Administrator pointed out that this sewer is a <br />force main and it is doubtful that the buildin~; at 3151 Country Drive could <br />be connected given the difficulties that would be present due to the <br />
