MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />RI" 11i99t ly- <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 9th day of July 2025 in the Conference Room in the City Center <br />located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 6:00 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer and City Council Members Miller, Malone, <br />Gutierrez and Kwapick. Absent: None. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura <br />Linehan (left at 6:30 p.m.) and City Clerk/HR Manager Heidi Heller (left at 6:30 p.m.). <br />LEAGUE OF MINNESOTA CITIES CONFERENCE RECAP DISCUSSION <br />Fischer reported that all City Council members and Acting City Administrator Laura Linehan <br />attended the 2025 League of Minnesota Cities conference in Duluth from June 25-27. <br />Fischer stated he felt the conference was beneficial and of value. He had the opportunity to connect <br />and network with many other cities and industry professionals and attended educational sessions. <br />He also attended a session that highlighted the importance of meaningful interactions and active <br />listening. <br />Miller noted that new legislation was passed this year that now allows City Council members to <br />attend Council meetings virtually without needing a medical reason or having to be in a publicly <br />accessible location. <br />Malone stated she thought the conference was a great experience. She would like to move forward <br />with working on small area redevelopment plans. <br />Kwapick stated that Little Canada is ahead of many other cities in addressing the new cannabis <br />businesses that will be opening in communities. He stated that he and Laura Linehan met with a <br />LMC staff person who follows the bonding bills and noted that no cities got any funds this year, but <br />they got some tips to be successful in the future. He also attended a session regarding preparing for <br />emergencies and wants to make sure that Little Canada is prepared. <br />Gutierrez attended the redevelopment session and agreed with what the others stated. She also <br />found the Legislative update session helpful. <br />HUELIFE ONBOARDING SESSION WITH CITY COUNCIL AND CITY <br />ADMINISTRATOR <br />Richard Fursman, HueLife, explained that he is providing on -boarding sessions for the new City <br />Administrator with both the City Council and the leadership staff group. He stated the key <br />discussion points are: Establishing priorities, Reviewing cultural nuances, Reviewing strategic plan <br />implementation roles, Verifying key strategic relationships, Identifying best elected relationship & <br />governance, Clarifying performance expectations, Determining organizations' readiness for change <br />
