Over the last several years, the Council has individually reviewed each request for additional
liquor licenses. Staff has received a request for a liquor license for a new sports bar restaurant in
Market Place Center, 2900 Rice Street. The two restaurant liquor licenses are currently issued,
but staff has been informed that El Sombrero will/has closed, and to date they have not renewed
their liquor license which expires on June 30. It is highly likely that another restaurant wanting a
liquor license will go into the El Sombrero space in the future, or El Sombrero could be sold or
manage to stay open, so staff does not recommend giving that license to the sports bar.

City Code Section 703 has requirements for restaurant specific liquor licenses, including not
allowing them to be open past 1:00 a.m.

RECOMMENDATION:
Consider adopting Ordinance 919, amending City Code Section 703.110, Intoxicating Liquor, to
allow three on-sale restaurant licenses, and approve publication of a summary ordinance.

Attachments:
• Ordinance 919
• Ordinance 919 Summary
• City Code Section 703, Intoxicating Liquor
