9 <br />Director may refer the renewal to the City Council for full review under the original approval <br />process. <br /> <br />3. This permit is non-transferable and does not run with the land. It is granted solely to the current <br />property owners and for the approved use only. <br /> <br />4. Failure to comply with any condition of this permit may result in revocation by the City <br />Council. <br />Specific Conditions <br />5. All exterior storage associated with the use shall be screened by a privacy fence and/or by <br />plantings that provide greater than 80% opacity. Such screening shall be a minimum of six (6) <br />feet in height. Storage of rowing shells, racks, and paddles shall not be visible above the fence <br />or screening. All storage shall be located as far from the shoreline as feasible and maintained in <br />a neat and orderly condition. Prior to August 1, 2025, the applicant shall provide City staff with <br />a site sketch and photos of the exterior storage layout and screening measures to confirm <br />compliance. <br /> <br />6. Youth practices shall occur no more than once per day, for a maximum of two hours, between <br />4:30 PM and 6:00 PM during the ISD 623 school year, and from 8:00 AM to 10:00 AM during <br />summer break. <br /> <br />7. No more than 25 individuals may be present on the property at any time in connection with the <br />home occupation, including participants, coaches, and any other affiliated persons. <br /> <br />8. No other Lake Phalen Rowing activities shall occur on the property, including but not limited <br />to adult instruction, recurring training sessions, or organized events. Occasional informal <br />gatherings consistent with residential use are not prohibited. <br /> <br />9. A formal written agreement must be executed between Lake Phalen Rowing and the City of <br />Little Canada for use of the parking lot at 515 Little Canada Road East. The agreement shall <br />include indemnification language and name the City as an additional insured unless otherwise <br />advised by the City Attorney. It shall be subject to review and approval by the City Council. <br /> <br />10. Parking by Lake Phalen Rowing participants, coaches, or visitors shall not occur on Edgerton <br />Street or Schletty Drive. <br /> <br />11. To protect the general welfare of the surrounding neighborhood, the use of megaphones, <br />bullhorns, amplifiers, or any other voice amplification devices is prohibited in connection with <br />the home occupation. <br /> <br />12. The applicant shall designate a primary point of contact for the City, the Lake Gervais <br />Association, and neighboring residents regarding the permitted activity. Contact information <br />shall be provided to City staff and updated as needed. <br />
