Damaging high winds are considered extremely dangerous for high- <br />profile vehicles. <br />In “very damaging” and “violent wind” conditions, including tornadic winds, a wide range of impacts on <br />property may occur, depending on intensity, duration, and the vulnerability of the structures in their <br />path. This may include but is not limited to, uplifting of roofs; severe damage up to the complete <br />destruction of walls, windows, and doors; larger projectiles including vehicles; and widespread and long- <br />lasting power outages. <br />Based on available data and stakeholder input, there have been no significant developments or land use <br />changes since the last plan update that have increased or decreased the overall risk or exposure to this <br />hazard. <br />3.12.7.3 Environment <br />The environment is at high exposure to windstorms and tornadoes. Common types of environmental <br />damage include severe damage to trees that can lead to habitat loss and soil erosion, wind erosion in <br />agricultural areas leading to reduction of soil fertility and dust storms, wildlife displacement including <br />the destruction of nesting sites, increased debris in water bodies leading to disruption of aquatic <br />habitats, and the introduction of invasive species. <br />3.12.7.4 County and Community Operations <br />Damaging windstorms and tornadic incidents can have significant impacts on County and community <br />operations. Emergency services may be overwhelmed and communication, including 911, may be <br />damaged leading to difficulties in coordinating response efforts. Utility and transportation infrastructure <br />may be compromised, delaying assistance. Public health may also be impaired by disruptions to <br />sanitation and crowded shelters. Public services may also be disrupted, including schools, libraries, <br />parks, and community centers, affecting community resources and recreation. <br />3.12.8 CONSEQUENCE ASSESSMENT <br /> Impact on the Public <br />• Significant risk of injuries and fatalities, especially for individuals caught in the path of tornadoes <br />or in structures unable to withstand high winds. <br />• Displacement of residents due to destroyed or severely damaged homes. <br />• Mental health impacts, including trauma and stress, particularly among children and those who <br />experience severe losses. <br />Impact on Responders <br />• High risk of injury or death for responders during rescue and recovery operations in hazardous <br />conditions. <br />• Strain on emergency services due to increased demand for rescue, medical, and logistical <br />support.
