<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Eric Seaburg, City Engineer <br /> <br />DATE: July 9, 2025 <br /> <br />RE: Valento Lane Rear Yard Ditch Draintile Replacement Project <br /> <br />BACKGROUND: <br />Last summer, residents living along the west side Valento Lane north of Allen Avenue informed City <br />staff that the rear yard ditch and draintile system was no longer functioning as intended. This drainage <br />system, originally installed during a 1991 City project and shown in the enclosed Location Plan, was <br />found upon investigation to be performing poorly, if at all. City staff confirmed that the system’s <br />failure was causing standing water to persist for several days at a time. <br /> <br />The project was included in the approved 2025-2034 Capital Improvement Program (Project Storm <br />41) with an allocated budget of $45,000. <br /> <br />City staff recently initiated a competitive quote solicitation process targeting local utility and grading <br />contractors. The initial solicitation in early June did not result in any submitted quotes from the eight <br />contacted contractors. A second solicitation effort yielded two quotes, as summarized below. Accordingly, City staff recommends awarding the contract to Jacon <br />Construction.
