<br />Ramsey County | Multi-Jurisdiction Hazard Mitigation Plan II <br />Executive Summary <br />Introduction <br />The 2025 Ramsey County, MN Hazard Mitigation Plan (HMP) is a multi-jurisdictional initiative aimed at <br />reducing the long-term risks associated with natural, technological, and human-caused hazards. This <br />plan provides a strategic framework to enhance community resilience, minimize economic losses, and <br />protect human life and property. Developed in collaboration with local jurisdictions and stakeholders, <br />the HMP aligns with federal and state mitigation planning requirements. <br />Goals and Objectives <br />The plan establishes four primary goals: <br />1. Mitigate impacts to life, property, the economy, and the environment from natural, <br />technological, and human-caused hazards. <br />2. Strengthen local capacity and resources to create resilience against these hazards. <br />3. Enhance the resilience of critical infrastructure and community systems to withstand <br />disruptions. <br />4. Increase public awareness and engagement through education and outreach. <br />Planning Process <br />The plan was developed with extensive community participation, including: <br />• Collaboration between Ramsey County, all 16 municipalities and one township. <br />• Formation of a Local Planning Team (LPT) comprised of emergency management officials, city <br />administrators, fire chiefs, and law enforcement personnel. <br />• Public engagement via surveys and stakeholder outreach to ensure inclusivity, particularly for <br />vulnerable and traditionally underserved populations. <br />• Regular virtual planning meetings and assessments of past mitigation actions. <br />Community Profile <br />Ramsey County is Minnesota's second-most populous county, with a population exceeding 550,000 <br />residents. It has a diverse economy, dense urban development, and a variety of natural features, <br />including lakes, rivers, and parks. The county faces climate change risks, with increasing temperatures, <br />heavier precipitation, and more frequent extreme weather events. <br />Risk Assessment <br />A comprehensive risk assessment was conducted to identify and rank hazards based on threat level, <br />vulnerability, and potential consequences.
