<br />Ramsey County | Multi-Jurisdiction Hazard Mitigation Plan 11 <br />Participating jurisdictions were provided the opportunity to identify community capabilities identified in <br />the previous plan; these capabilities were used as a baseline to identify areas upon which to build for <br />the hazard mitigation strategy. Communities reported on capabilities in the following target areas: <br />• Planning and Regulatory <br />• Administrative and Technical <br />• Financial <br />• Education and Outreach <br />The outcome of the capability assessment surveys is summarized in Section 2. <br />1.4.6 HAZARD IDENTIFICATION AND RISK ASSESSMENT <br />A risk assessment is a calculation of the threat, vulnerability, and consequence of hazards that impact <br />the participating jurisdictions in the planning area. While hazard mitigation lends itself to natural <br />hazards, Ramsey County included human-caused and technological hazards to develop a more holistic <br />understanding of risk. The following hazards were identified and assessed during the plan update <br />process: <br />• Dam/Levee Failure <br />• Drought <br />• Floods <br />• Geological Hazards (landslide, subsidence, and sinkholes) <br />• Hazardous Materials (Fixed Sites and In Transit) <br />• Summer Weather Hazards <br />• Tornado and Windstorm <br />• Winter Weather Hazards <br />• Human-Caused Hazards <br />• Infrastructure Failure <br />Following an initial evaluation of hazard risk, the LPT discussed the results during the second planning <br />meeting and added comment and context to the final assessment. Further information on the risk <br />assessment process can be found in Section 3. <br />1.4.7 HAZARD MITIGATION STRATEGY <br />The hazard mitigation strategy was structured in two phases. Initially, communities were provided a list <br />of the hazard mitigation actions from the 2019 HMP. Communities were asked to assess their progress, <br />employing a four-option status indicator to report updates: <br />• Not started <br />• In progress
