Given the remote possibility for contested issues <br /> between Xcel and the City, there is the potential that Briggs would take a <br /> position directly adverse to the City. The Adminishator indicated that <br /> should that be the case, the City could find another bond counsel. The <br /> Administrator reconunended execution of the Prospective Consent Letter <br /> as requested. <br /> Mr. Blesener introduced the following resolution and moved its adoption: <br /> RESOLUTION NO. 2009-8-190 -APPROVING THE PROSPECTIVE <br /> CONSENT LETTER SUBMITTED BYBRIGGS & MORGANAND <br /> AUTHORIZING THE MAYOR AND CITYADMINISTRATOR TO <br /> EXECUTE THE LETTER ON BEHALF OF THE CITY <br /> The foregoing resolution was duly seconded by McGraw. <br /> Ayes (5). <br /> Nays (0). Resolution declared adopted. <br /> DPP,R The City Administrator reported that he has received a number of calls <br /> CONTROL this year on deer issues relative to overpopulation, near vehicle misses, <br /> and destruction of property. He pointed out that the Council discussed the <br /> deer control issue two years ago, but did not proceed with any action. The <br /> Administrator also pointed out that the City has only issued one bow and <br /> arrow permit in the mid-1990's to assist a truck farmer with controlling <br /> damage to his crops. <br /> The Administrator reviewed historic information on the deer population <br /> pointing out that the population has increase fiorn approximately 22 deer <br /> in the northwest quadrant of the City in 1999 to 71 in 2009. The size of <br /> the herd is pushing deer into more traditional residential neighborhoods <br /> resulting in plant damage and vehicular accidents. The Administrator then <br /> reviewed potential hunting sites in the City. The Administrator indicated <br /> that John Moriarty, Ramsey County Parks, is present this evening to <br /> address the issue. <br /> John Moriarty, Natural Resources Manager for Ramsey County Parks, <br /> indicated that he has been involved in the County's cooperative deer <br /> management program for the past ten years, coordinating archery hunts for <br /> Ramsey County cities. Moriarty reported that there are quite a few deer in <br /> the Metro area on many sites that are too small for an archery hunt. <br /> Moriarty reported that the ideal site would be 40 acres or larger and at <br /> least 100 yards wide. Moriarty reported that even awell-shot deer can <br /> leave the property. <br /> Moriarty reported that if areas cannot support an archery hunt, there are <br /> still options.
