MINUTES OF THE WORKSHOP MEETING <br /> CITY COUNCIL <br /> LITTLE CANADA, MINNESOTA <br /> AUGUST 12, 2009 <br /> Pursuant to due call and notice thereof a workshop meeting of the City <br /> Council of Little Canada, Minnesota was convened on the 12th day of <br /> August, 2009 in the Council Chambers of the City Center located at 515 <br /> Little Canada Road in said City. <br /> Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the <br /> following members of the City Council were present at roll call: <br /> CITY COUNCIL: Mayor Mr. Bill Blesener <br /> Council Member Ms. Shelly Boss <br /> Council Member Mr. John Keis <br /> Council Member Mr. Mike McGraw <br /> Council Member Mr. Rick Montour <br /> ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br /> Ehlers & Assoc. Mr. Todd Ilagen <br /> City Clerk Ms. Kathy Glanzer <br /> <br /> TIF The City Administrator reported that the purpose of this workshop is to <br /> DISTRICTS review the report that Ehlers & Associates has prepared on the City's Tax <br /> REPORT - Increment Financing (TIF) Districts and the options available to the City <br /> EHLERS &z relative to these districts. <br /> ASSOCIATES <br /> Todd Hagen, Ehlers & Associates, began with a detailed review of what <br /> Tax Increment Financing is, noting that it is a economic development tool <br /> for cities, townships, and qualified special taxing districts provided for <br /> under State Statute. Hagen indicated that in order to utilize TIF, a project <br /> must meet the "but for" test. That is, a development would not reasonably <br /> be expected to occur solely through private investment within the <br /> reasonably foreseeable future without the use of "fIF. Hagen also reported <br /> on the types of TIF Districts, which are Redevelopment District, Housing <br /> District, and Renewal and Renovation District, and gave a brief <br /> description of each. Hagen also reviewed the TIF financing methods <br /> utilized by the City which include G.O. "f IF Bonds, interfund loans, or <br /> pay-as-you-go notes. <br /> Hagen then began a detailed review of the August, 2009 Management <br /> Review & Analysis-Tax Increment Financing Districts prepared by F,hlers <br /> & Associates for the City. That report included the history of the City's <br /> TIF Financial Plan, the Assumptions made as part of the City's TIF <br /> analysis, a brief summary of each of the City's TIF Districts, and <br /> Recommendations relative to these districts. <br /> <br />
