<br /> The building is proposed to be located generally on the east side of the lot, with parking <br /> on the west side. The applicant has moved the building to the west in response to <br /> <br /> feedback received from the Planning Commission. With the reorientation of the <br /> building, the unit count has increased from 44 units to 52 units. The front entrance of <br /> the building is proposed to face the west and will presumably have better visibility from <br /> adjacent roadways in this position. Outdoor spaces for the residents are proposed at <br /> the front and rear of the building. <br /> The proposed development stage plan is consistent with the concept plan. <br /> Access. The proposed development will obtain access off of a private driveway <br /> extending north from County Road B. The private driveway will branch off into the <br /> parking lot and "dead end" with aturn-around area in the northeast comer of the site. <br /> Staff has some concerns that the private driveway will not provide a loop around the <br /> building. The Planning Commission and City Engineer should comment on the <br /> acceptability of this design. <br /> Parking. Parking is proposed between the building and the west property lines. Off- <br /> street parking for Senior Citizen Housing requires reservation of area equal to one (1) <br /> parking space per unit. However, initial parking construction is required for only one- <br /> half space per unit and said number of spaces can continue until such time as the <br /> City Council considers a need for additional parking spaces has been demonstrated. <br /> 52 total units x 0.5 spaces/unit = 26 spaces (proof of parking for 52 spaces) <br /> The site plan provides 33 total parking spaces. As such, the subject site meets the <br /> Ordinance requirement for initial development. The Ordinance does require <br /> demonstration of the proof of parking area, which has not been shown on the submitted <br /> plans. Given that this proposal is within the PUD District, flexibility on parking <br /> requirements exists. The applicant states that none of the residents living in such <br /> facilities drive, which significantly reduces the need for parking. The Planning <br /> Commission should decide if the amount of parking spaces proposed is adequate for <br /> the proposed use. <br /> Building Design. The Comforts of Home facility is proposed to be 20,940 square feet <br /> in total area. It will feature 52 private apartments - 24 memory care units and 28 <br /> assisted living units. The units will be dispersed amongst the first and second floors <br /> with the memory care units on the north end and the assisted living units on the south <br /> end of the building. According to the submitted building floor plans, the memory care <br /> residents will be provided with their own secured area of the building that has its own <br /> separate amenities including a congregate dining room, sunroom, activity/craft area, <br /> and outdoor patio. The assisted living residents will have their own dining room, lounge, <br /> library, activity room and outdoor patio. <br /> 2 <br /> <br />
