Based upon our review we would offer the following comments for
Planning Commission consideration.
Site Plan
1. One item the City should be aware of is that the retaining wall proposed south of
the building would be constructed on City property and would separate the
Comforts of Home facility and the driveway access to the City's lift station. We
would recommend that the City only allow the construction of the wall on the City
property if the owners agree that future maintenance of the wall and lift station
driveway are their responsibility and a maintenance agreement is recorded with
the property to bind any future owner to the agreement.
2. An access easement should be provided along the main driveway entrance from
County Road B to the lift station property to allow access to the driveway.
3. We would also recommend a lockable gate be installed across the lift station
access driveway to close the driveway to the general public.
Grading Plan
1. There are several walls over 4 feet in height proposed for the site. Plans, signed
by a licensed engineer, will need to be submitted for the walls. The wall designer
should be made specifically aware of the location of the infiltration practice to the
retaining wall.
2. Emergency overflow routes should be designated on the grading plan for all low
points. If emergency overflow routes are over retaining walls protection of the
walls should be addressed in the wall plans.
3. The retaining wall alignment between the lift station and the Comforts of Home
site should be modified to provide 20 feet between the wall and the lift station
fence.
Ltr-080709-PC
10062 Flanders Court NE, Blaine, MN 55449 -Phone: (763) 780-0450 -Fax: (763) 780-0452
