MINUTES <br />CITY COUNCIL <br />JULY 239 2025 <br />Gutierrez stated that when she reviews potential regulation changes, she always asks herself if she <br />would be violating the rules and what the harm would be. The Community Development Director <br />commented that the goal of these changes is to provide more flexibility for residents. He stated that <br />the Council could also choose to reduce the screening requirement. <br />Mayor Fischer suggested that the RV screening requirement come back at another time. <br />Miller asked if the current Code would allow for a boat or RV to be in the driveway. The Community <br />Development Director confirmed that is correct and is not proposed to change. He stated that these <br />regulations would apply to items stored in the backyard. <br />Gutierrez commented that she lives near an apartment building that has a lack of parking for residents, <br />which causes residents to park on the street and walk across the grass to get to the apartment building. <br />The Community Development Director commented that site would be a challenge to comply with the <br />Code as it would require a significant upgrade or layout change to the property. He stated that <br />property would not conform. He provided an example of a newer apartment building that would <br />conform to the standard as proposed. <br />Mayor Fischer asked what happens in the winter months when street parking is not allowed for the <br />building that is under parked. Gutierrez replied that residents still park on the street, and the plows <br />plow around them. <br />Miller asked for more information on trail connections. The Community Development Director <br />provided more information on the proposed language that would require a connection to a trail, if such <br />an opportunity exists. <br />Mayor Fischer commented that he does agree with bike parking at the strip malls. He asked the trigger <br />for that to be required at an existing building. The Community Development Director commented that <br />would be triggered during a site plan review. <br />Gutierrez commented that they could still have conversations and collaborations with existing property <br />owners to perhaps work together to provide a bike rack on the property. <br />Mayor Fischer agreed that a property may not be compelled to do it, but could be encouraged. He <br />thanked the Community Development Director for his great work in identifying conflicting <br />information and issues that exist within the Code to provide a better product. <br />Mayor Fischer opened the public hearing for comments from the general public. There were no <br />attendees in the audience. <br />Miller introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2025-7-109 —APPROVING AND ADOPTING ORDINANCE 915, AN <br />ORDINANCE AMENDMENT CHAPTER 915 OF THE ZONING CODE OF THE CITY <br />OF LITTLE CANADA RELATING TO DRIVEWAYS, PARKING, STORAGE, AND <br />PEDESTRIANACCESS <br />3 <br />
