2
The Owner’s application for a Special Home Occupation Permit for the Property is hereby approved,
subject to the following conditions:

1. The applicant must comply with all home occupation standards as outlined in the City of
Little Canada Zoning Code, except where specifically exempted by this permit.

2. This Special Home Occupation Permit shall be valid until March 1, 2026. Renewal shall not
be presumed and will be subject to review by the Zoning Administrator. In the event of
written complaints, observed violations, or a change in site conditions, the Community
Development Director may refer the renewal to the City Council for full review under the
original approval process.

3. This permit is non-transferable and does not run with the land. It is granted solely to the
current property owners and for the approved use only.

4. Failure to comply with any condition of this permit may result in revocation by the City
Council.

5. Practices shall occur no more than once per day, Monday through Saturday. During the ISD
623 school year, practices may occur only on weekdays between 4:30 PM and 6:00 PM.
During summer break and on Saturdays throughout the year, practices may occur between
8:00 AM and 10:00 AM.

6. No more than 25 individuals may be involved in the home occupation at any time, whether
on the property, on the adjacent shoreline, or on the lake. This includes participants,
coaches, and any other affiliated persons.

7. A formal written agreement must be executed between Lake Phalen Rowing and the City of
Little Canada for use of the parking lot at 515 Little Canada Road East. The agreement shall
include indemnification language and name the City as an additional insured unless
otherwise advised by the City Attorney. It shall be subject to review and approval by the
City Council.

8. Parking by Lake Phalen Rowing participants, coaches, or visitors shall only occur on the
property or at a public parking lot.

9. To protect the general welfare of the surrounding neighborhood, the use of megaphones,
bullhorns, amplifiers, or any other voice amplification devices is prohibited in connection
with the home occupation.

10. To minimize the concentration of lake use directly adjacent to the property and thereby
minimize the impact for adjacent property owners and to promote equitable access for other
users, the applicant shall ensure that on-water activity related to the home occupation is
reasonably distributed across the connected lake system.
