1. Sidewalk and Trail Construction
Sidewalks and trails must be constructed:
a. Along any site frontage where a sidewalk or trail is shown in an adopted City plan,
including the Comprehensive Plan or the city’s sidewalk and trail plans; or
b. In other locations where the City determines such facilities will enhance access to transit,
public facilities, or adjacent connections.
2. Building Entrance Connections
A walkway must be provided between the principal building entrance(s) and adjacent public
sidewalks or trails. This requirement does not apply to industrial properties that are not open
to the public.
3. Internal Routing
Where feasible, walkways shall be routed to avoid crossing drive aisles or parking spaces. If
such crossings are unavoidable, they shall be clearly marked and designed to prioritize
pedestrian safety.
4. Continuous Sidewalk Crossing at Driveways
Where a driveway crosses a public sidewalk, the sidewalk shall maintain a continuous grade.
The driveway apron shall slope to meet the sidewalk, reinforcing pedestrian priority and
accessibility. Where site constraints such as existing grades, utilities, or driveway
configurations make this design infeasible, an alternative design may be approved by the City
Engineer that maintains pedestrian safety and complies with applicable design standards.
5. Connections to Adjacent Properties
Developments shall provide direct sidewalk and trail connections to adjoining properties
where appropriate.
6. Connections to Transit
Developments must provide direct sidewalk and trail connections to transit stations or transit
stops adjoining the property.
7. Design Standards
Design standards for sidewalks and trails shall be prescribed by the City Engineer.
C. Responsibility for Improvements
The expense of the improvements set forth in subsection (B) of this section shall be borne by the
applicant.

SECTION 8.
