6 <br />6. Chapter 917 – New/Amended Definitions (Ordinance 917) <br />To ensure clarity and consistency across the Code, the new ordinances propose to create/amend the <br />following definitions: <br />(NEW) Driveway: A passageway, primarily for use by vehicles, located on private property and <br />providing access from a public or private street to a garage, parking area, or other permitted on-site <br />destination. <br />(NEW) Parking Pad: A paved surface located in the side or rear yard of a residential property that is <br />used for the parking of passenger or recreational vehicles. A parking pad is not required to be <br />connected to a driveway and is not considered a required off-street parking space unless otherwise <br />approved through site plan or zoning review. <br />(REVISED) Paved: A surface finished with asphalt, concrete, or interlocking pavers such as brick, <br />concrete, or permeable units. Other durable, load-bearing materials may be approved by the City <br />Engineer or Zoning Administrator if they meet applicable drainage, design, and maintenance <br />standards. <br />SUMMARY <br />The proposed ordinances address longstanding gaps and inconsistencies in the city’s standards for <br />driveways, residential storage, and off-street parking. It introduces clear and enforceable setback and <br />surfacing standards, clarifies what constitutes vehicle storage and where it is permitted, and offers <br />residents greater flexibility for parking and access within established limits. Additionally, the updates <br />strengthen the City’s pedestrian infrastructure requirements, ensuring that new development <br />contributes to a safe and connected walking environment. <br />RECOMMENDATION <br />Approve and adopt Ordinances 915, an ordinance amending Chapter 915 of the zoning code of the <br />City of Little Canada relating to driveways, parking, storage, and pedestrian access, and approve <br />publication of a summary ordinance. <br />Approve and adopt Ordinance 916, an ordinance amending chapters 904, 905, 906, and 907 of the <br />zoning code of the City of Little Canada revising required driveway and parking setbacks, and <br />approve publication of a summary ordinance. <br />Approve and adopt Ordinance 917, an ordinance to amend definitions related to driveways, <br />pavement, and parking, and approve publication of a summary ordinance.
