Manson
www. ci.little-Canada. mn. us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Kathy Glanzer, City Clerk
DATE: August 26, 2009
RE: St. John's Church
Temporary Liquor License & Application for Exempt Gambling Permits
St. John's Church has applied for the licenses listed below. These applications are in order and
staff recommends approval subject to receipt of the appropriate Liquor Liability Insurance for
the Temporary Liquor License.
Fall Festival, October 3, 2009
Temporary On-Sale Liquor License
Exempt Gambling Permit
Bingo, October 25, 2009
Exempt Gambling Permit
Bingo, November 22, 2009
Exempt Gambling Permit
It has been the City's past policy to waive the license fees ($35/license) for Temporary On-Sale
Liquor Licenses for St. John's and Little Canada Recreation Association. There is also a permit
fee for the Exempt Gambling Permit ($35/permit), and these fees have been collected all such
requests. The basis may have been not to collect the fees for licenses that are issued to non-
profit organizations located within the City. Given that in the past we had requests for Exempt
Gambling Permits fi•om non-profits That were not located in the City (gold plate dinners, etc.), we
uniformly collected the $35 permit fee for Exempt Ganibling Permit requests. Staff is requesting
a clarification of this policy/practice for this request and any others moving forward.
