MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />AUGUST 13, 2025 <br />Pursuant to due call and notice thereof a Workshop meeting of the City Council of Little Canada, <br />Minnesota was convened on the 13th day of August 2025 in the Conference Room in the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 5:30 p.m. and the following members of the City <br />Council were present at roll call: <br />ROLL CALL: In attendance were Mayor Fischer and City Council Members Miller, Malone, <br />Gutierrez and Kwapick. Absent: None. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura <br />Linehan, Public Works Director Bill Dircks, City Engineer Eric Seaburg, City Attorney Amanda <br />Johnson and City Clerk/HR Manager Heidi Heller. <br />LITTLE CANADA ROAD PROJECT UPDATE <br />The City Engineer explained the project design is nearing 60% complete and is currently on <br />schedule for construction to begin in 2026 and finish in late 2027. He stated that the estimated total <br />project cost is $11.5 million but the city has received $7 million in grants plus $500,000 from <br />MNDOT. He noted that the remaining cost will be split equally between the city and Ramsey <br />County. He explained that the City Council has chosen to push future improvement projects further <br />out in order to not levy or bond for the remaining cost. <br />The City Engineer reviewed the overall site plan. He stated that all the affected property owners <br />have been notified with information about the needed easement areas. He explained that the <br />remaining traffic signal at Little Canada Road and Centerville Road will have cameras that monitor <br />how many eastbound cars are stacking up and will trigger the light change when needed to prevent <br />cars from backing up across the bridge. <br />The City Engineer stated that he has started receiving the appraisals for the land where easements <br />needed. He noted that the acquisitions will need to be completed by March 1, 2026. He reviewed <br />the property sketches for the parcels where temporary and permanent easements are needed. He <br />noted that landscaping, hardscaping and lighting are not a priority of the county or state, so the city <br />will likely have to pay any additional costs if something additional is wanted by the city. He stated <br />that the plan is replace removed trees on a 1:1 basis. He reviewed the project timeline, explaining <br />that construction is planned to begin in summer 2026, and be completed in fall 2027 <br />There being no further business, the meeting was adjourned at 6:38 p.m. <br />Thomas Fischer, Mayor <br />Attest: <br />r <br />Heidi eller, City Clerk <br />
