<br /> <br /> STAFF REPORT <br />1 <br /> <br /> <br /> <br /> <br />TO: Mayor Fischer and Members of the City Council <br /> <br />FROM: Steve Anderson, Parks and Recreation Director <br /> <br />DATE: August 13, 2025 <br /> <br />RE: Authorize 2025 Community Building Professional Design Services and Bring Forward <br />2024 Funds for the Community Building <br /> <br />ACTION TO BE CONSIDERED: <br />Motion to authorize 2025 community building professional design services with Bolton & Menk and <br />bring forward funds in the amount of $67,000 from the 2024 CIP schedule. <br /> <br />BACKGROUND: <br />City staff is in the early planning stages for a potential Community Building Project targeted for <br />2027. The proposed location resides on City-owned land situated between the Public Works facility <br />and Pioneer Park. <br /> <br />To assist with delivering a recommendation to the City Council in October, City Staff and the <br />Community Building Technical Advisory Committee need design service assistance to ensure a <br />concept plan, cost opinion, and perspective renderings are available. The Bolton & Menk team is <br />dedicated to providing outstanding creative and technical deliverables in support of this effort and is <br />poised to deliver in a timely and cost-effective manner to help build consensus and excitement for the <br />future Little Canada community building. Bolton and Menk is proposing three tasks in their scope of <br />services: <br /> <br />• Task 1- Concept Design: Develop preliminary site concept design and preliminary-level cost <br />estimate. Present concept design to the Community Building Technical Advisory Committee. <br /> <br />• Task 2 – Preferred Concept Design: The Bolton & Menk team will work with the architect <br />to review comments provided by City staff and the TAC stakeholders to prepare a preferred <br />concept plan. <br /> <br />• Task 3 – Approvals and Final Report Materials: The Bolton & Menk team will co-present <br />the preferred concept plan, cost opinion, and perspective rendering with the project architect <br />at a joint City Council/ TAC Meeting. Additional materials and supportive text will be <br />provided for the final report (compiled by TAC) <br /> <br />These design services are crucial for delivering a transparent report to the community and City <br />Council. This scope of work will be completed and invoiced monthly at Standard Hourly Rates with <br />an hourly not to exceed fee of $15,000. <br />
