Ramsey County Sheriff’s Office <br />Contract Law Enforcement & Public Safety Services <br /> <br />Contract Communities Budget Estimate for 2026 <br /> <br /> <br /> <br />Major Changes & Cost Drivers <br />The major changes and cost drivers for this budget estimate include the following: <br /> <br />1. Personnel Costs/Labor Contract Negotiations <br />Ramsey County acknowledged during collective bargaining that sworn staff (Deputies, Sergeants, <br />Commanders, etc.) were significantly behind comparable external market groups. The new <br />collective bargaining agreements (CBA) includes several compensatory measures to bring <br />compensation in line with neighboring local governments. The labor contracts approved for <br />2025, 2026, and 2027 include: <br /> <br />• Cost of living adjustments: <br /> <br />Cost of Living Adjustments (All Employees) <br />2025 2026 2027 <br />+ 3.0% + 3.5% + 4.5% <br /> <br />• Market adjustments: <br /> <br />Market Adjustment - Deputy & Sergeant <br />2025 2026 2027 <br />New Salary Plan <br />New Wages 6/21/2025 <br />$7,500 lump sum <br />July 1, 2026 <br />1.0% Deputy <br />1.0% Sergeant <br />July 1, 2027 <br />3.8% Deputy <br />2.0% Sergeant <br /> <br />• Salary steps changes. <br /> <br />• Faster progression through each step. <br /> <br />There were also county-wide class and compensation changes, which resulted in an average <br />increase of 5% to most county-wide titles. For the Contract Communities, this directly impacted <br />non-sworn staff (i.e., records, property/evidence, animal control, etc.). <br /> <br />In general, the following changed with the new contracts: <br /> <br />• Saturday/Sunday differentials – increased to align with pattern increases for all other <br />contracts. <br /> <br />• Night differentials – increased to align with pattern increases for all other contracts; <br />night differential is a percentage of the starting wage (starting wage increased too). <br /> <br />• Field training officer (FTO) – increased from $5.00 per hour to $7.00 per hour to <br />incentivize the most experienced Deputies to train new staff. <br /> <br />• Acting Sergeant/Commander differentials – increased and changed due to state law on
