ADMINISTRATION DEPARTMENT WITH ELECTIONS <br /> <br />Department Overview <br />The Administration Department oversees the city's daily administrative functions. In addition to general <br />administration functions such as agenda management, city policy analysis and implementation, completion of <br />strategic plan initiatives, and several divisions support the department's functions, including: <br /> City Clerk and Elections <br /> Communications and Community Engagement <br /> Information Technology (contracted service) <br /> Finance <br /> Human Resources <br /> <br />Service Areas <br /> <br /> City Policy Implementation  Human Resources  Financial Reporting <br /> Elections  Agenda Management  Payroll <br /> Communications  Record-keeping  Accounts Payable <br /> Community Engagement  Budget and CIP Management  Revenue Collection <br /> Business Licensing  Debt Administration  Treasury Operations <br /> Strategic Initiatives  Information Technology  Organizational <br />Development <br /> <br />City Clerk and Elections <br />The City Clerk function is responsible for recording and retaining all official proceedings and actions taken by the <br />Mayor and City Council. <br /> <br />A contract with Ramsey County to administer the Little Canada elections beginning in 2021 has been included in <br />the 2026 budget for $30,580. The cost is paid quarterly over the 2-year contract period, so half of the contract <br />amount is paid each year. The elections budget also includes $4,450 for the annual JPA maintenance agreement <br />for the election equipment. <br /> <br />Communications and Community Engagement <br />The community engagement and communication function is responsible for the City’s internal and external <br />communication activities with a focus on cultivating positive relationships with residents, community <br />organizations, businesses, staff, historically underrepresented community members, and other stakeholders. <br /> <br />Information Technology <br />The city utilizes Metro-INET for contracted information technology services. The Administration Department is <br />responsible for managing the Metro-INET contract and corresponding projects and equipment. For 2026, the <br />annual charge for all funds is $108,196.00 <br /> <br />Finance <br />The financial function is to provide financial information, analysis of financial information, and financial services <br />for internal and external customers in a timely, accurate, professional, and fiscally responsible manner. <br /> <br />Human Resources <br />The human resources function provides internal support to employees and various departments. In 2025, seven <br />individuals were hired to fill vacant positions. In addition to recruitment, human resources is responsible for <br />benefits administration, workers' compensation, and leave management. <br /> <br />29
