CONTRACTUAL SERVICES <br />Overview <br />The City of Little Canada is proactive in exploring contracting opportunities in order to realize efficiency and cost <br />savings. Contracts are to be reviewed at a minimum every five years. <br />The largest contracted service is for police services. These services are contracted with Ramsey County Sheriff’s <br />Department. The City of Little Canada is one of six jurisdictions in the County to participate in this service. <br />Managers/Administrators of each participating jurisdiction meet monthly to review operations, set the budget, <br />and discuss service level in a cooperative manner that helps keep police costs as low as possible while meeting <br />the public safety needs of our communities. <br />In addition, the City contracts attorney, engineering, and animal control services. <br />Service Areas <br />Police Animal Impound Engineering <br />Attorney <br />2024/2025 Departmental Accomplishments <br />Presented various changes in police services funding formulas to other contract cities <br />Request for Professional Services - Audit Services <br />Request for Professional Services – Civil Attorney Services <br />2026 Departmental Goals <br />Monitor and review contracts as necessary (Police, Legal, Engineering, Audit Services, etc.) <br />Budgetary Commentary <br />Police Budget – The City of Falcon Heights withdrew from the RCSO contract at the end of 2023, which created an <br />additional strain on the remaining six contract cities. The City of Little Canada’s total share of the RCSO contract <br />decreased from 17.12% in 2025 to 17.21% in 2026. Despite the minimal allocation increase for 2026, the City of <br />Little Canada’s portion of the contract cities budget is increasing by a net of 13.44% or $270,929.97 when <br />considering the net contract (expenditures less revenues). The 13.44% increase follows an all-time high increase <br />of 10.34% in 2024. The RCSO contract increase is expected to have an estimated 6.14% gross levy impact on the <br />City’s 2026 budget.
