ENTERPRISE FUNDS-WATER & SEWER

Sewer Fund:

The Sanitary Sewer Utility Fund is a self-sustaining fund. The maintenance of the sanitary sewer lines
and lift stations are the responsibility of the City of Little Canada Public Works Department. The
maintenance includes inspections, flushing and cleaning of the sewer lines and routine maintenance of
the lift stations. Wastewater flows into the Metropolitan Council’s system to be treated.

Billed Rates
Metropolitan Council Environmental Services (MCEV) provides regional sewer treatment including the
City of Little Canada. The 2026 sewer utility rate increase is necessary to cover the increased treatment
costs charged by Metropolitan Council, a 5.05% increase for 2026. As a result of these increases by the
MCEV the City of Little Canada will be increasing its sewer rates by 8.0%. Utility rates are scheduled to
be reviewed by City Council on December 3rd, 2025, with a final adoption and approval on December
17th, 2025.
The rate history since 2023 is below:
Description 2023 Rates 2024 Rates 2025 Rates 2026 Rates
% Change 2024
to 2025
Sewer Minimum for the
first 7,000 gallons $48.85 $52.03 $56.19 $60.69 8.0%
Sewer Rate for gallons
over 7,000
$4.34/1,000
gallons
$4.62/1,000
gallons
$4.99/1,000
gallons
$5.39/1,000
gallons 8.0%
Sewer Only (Private
Wells)$55.91/Quarter $59.54/Quarter $64.30/Quarter $69.45/Quarter 8.0%
Sewer Only
(Manufactured Homes
with wells)
$69.13 per
unit/Quarter
$73.62 per
unit/Quarter
$79.51 per
unit/Quarter
$85.87 per
unit/Quarter 8.0%

Metropolitan Council Municipal Wastewater Charge
The municipal wastewater charge is based on the Cities wastewater flow, in millions of gallons (mg), and
allocated for the cost of service.
Community Allocation 2022 2023 2024 2025 2026
Total flow (mg)332.83 347.91 401.25 433.05 431.28
Percent of regional flow 0.37% 0.42% 0.47% 0.48% 0.48%
Municipal wastewater charge $933,750 $1,117,066 $1,313,917 $1,424,252 $1,496,212
Cost change from prior -1.05% 19.63% 17.62% 8.40% 5.05%

The City’s wastewater charge is based on the portion of wastewater flow discharged from the City to
regional system in the past year multiplied by the regional wastewater charge for the next year.
