STAFF REPORT

TO: Mayor Fischer and Members of the City Council

FROM: Bill Dircks, Public Works Director

DATE: September 10, 2025

RE: Approve Contract for City Hall Landscaping

ACTION TO BE CONSIDERED:
Motion to approve bid from Mickman Brothers in the amount of $41,251.76 for the City Hall
Landscaping project.

BACKGROUND:
The landscaping near the main entrance of City Hall was renovated in 2016, but no other areas
were updated. The landscaping around the rest of the building, which dates back to 1990, has
aged. A plan was developed by Bolton & Menk and adjusted by staff to redesign the landscaping
on the west and south sides of the building, as well as around the flagpoles and monument sign at
the southwest corner of the property.

The work around the building includes replacing the screening fence in front of the air
conditioning units with a new vinyl fence and removing all the old shrubs, edging, and rock, then
replacing them with new plants and wood mulch. It will generally stay in the same place but will
extend a bit farther from the building.

The flagpole area and monument sign will be connected with a large, landscaped area around the
entire perimeter to facilitate easier mowing and maintenance operations and enhance visual
appeal at the corner.

Three new trees will be planted where the dead ash trees were removed earlier this year. The
trees will be of different species to protect against future disease issues. The plants chosen will
also be included in the Little Canada Road roundabout project to show a theme throughout the
corridor.

Bids were requested from six different contractors and two bids were received.

Mickman Brothers: $41,251.76
Southview Design: $47,697.62

Mickman Brothers was the low quote and has a good reputation in the area. Staff is comfortable
moving forward with the project as soon as possible, with the hope of completing it this fall to
take advantage of the good season for landscaping.
