CITY OF LITTLE CANADA <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION 2025-9-144 <br />A RESOLUTION AUTHORIZING SUBMISSION OF TWO LOCAL GOVERNMENT <br />CAPITAL REQUESTS TO THE 2026 CAPITAL BUDGET <br />WHEREAS, the Minnesota legislature is considering local government requests for the 2026 Capital <br />Budget; and <br />WHEREAS, items funded by the Capital Budget often include the repair and construction of schools, <br />parks, bridges, roads, and wastewater treatment facilities; and <br />WHERAS, the House and Senate Capital Investment Committees require local governments to submit <br />applications for consideration in the 2026 Capital Budget process; and <br />WHERAS, Minnesota Management and Budget (MMB) opened the Capital Budget System (CBS) in <br />May 2025 to collect and publish requests for the 2026 Capital Budget Process; and <br />WHERAS, the City of Little Canada is submitting two requests to the MMB for the Interstate 35 <br />Pedestrian Bridge and the Little Canada Community Building; and <br />WHEREAS, the City of Little Canada requests $7,500,000 to complete planning, public engagement, <br />concept development, environmental review, preliminary design, final design, and construction of a <br />pedestrian bridge over Interstate 35E (I-35E), directly north of Little Canada Road (CSAH 21). <br />WHEREAS, the City of Little Canada requests $5,000,000 to complete planning, public engagement, <br />concept development, environmental review, preliminary design, final design, and construction of the <br />Little Canada Community Building; and <br />NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Little Canada; <br />that <br />1. The City of Little Canada supports the submission of two local government capital <br />requests to the 2026 Capital Budget; and <br />2. The City of Little Canada’s priority is Interstate 35 Pedestrian Bridge; and <br />3.
