<br />Additional revenue includes an annual $4,000 from Canadian Days as a fireworks display contribution. <br /> <br />Expenses in the 10% Fund have historically been allocated to the Canadian Firework Display. <br />In 2021, the City Council increased the city's contribution toward the fireworks, totaling $15,000 from <br />the 10% Gambling Fund for a second night of fireworks. On March 26, 2025, the City Council voted <br />to increase the contribution by $4,000 to $19,000, making the total display cost $23,000 (with $4,000 <br />contributed from Canadian Days). <br /> <br />Aside from funding the fireworks display, recent expenses also include annual interfund service <br />charges and a transfer of $145,000 to the Capital Fund 400 for the Pioneer Park play node in 2023. <br /> <br />At the end of 2024, the 10% Fund had a balance of $104,106. <br /> <br />10% Fund Discussion <br />As outlined above, the 10% Fund has historically been utilized for only a few purposes. With around <br />$30,000 annually in revenue, the fund has a fund balance of over $100,000. The use of the 10% to fund <br />eligible items that the general fund normally funds has been discussed as an option. In addition to <br />possible uses to help reduce the levy, staff have also been asked to research options for funds to <br />support community nonprofit agencies outside of Canadian Days. <br /> <br />RESEARCH: <br />Staff reached out to neighboring communities that have historically been utilized when collecting best <br />practice information to determine how charitable gambling funds are expensed by those cities with <br />gaming. <br /> <br />Table 1 shows the communities that were surveyed.
