<br />o Should the Council have ideas for different options from those presented, including an <br />additional item from the lawful purposes list, staff can research or develop a policy <br />around those items <br /> <br />Development of a Community Support Program <br />Option 3 recommends the development of an application process, should the Council wish to expend <br />10% funds for a community support program for qualifying nonprofit organizations. <br /> <br />Staff would recommend Council set guidelines on “lawful purposes” for a community support <br />program. Based on what the staff has heard, the following type of “lawful purpose” might be supported <br />by the Council “…any expenditure by or contribution to a 501(c)(3) or festival organization, as <br />defined in subdivision 15c…” and give the Council the most flexibility when providing community <br />support. <br /> <br />However, should funding eligible 501(c)3s be the direction the Council would like to pursue, staff <br />would seek direction on the missions of 501(c) (3) organizations that the council might support. These <br />mission examples are also recommended as they fall under the “lawful purposes” on their own merit, a <br />recommendation from our City Attorney. <br /> <br />Examples of missions supported by a community support program might include: <br />• Food support/shelf/bank 501(c)3 organizations. <br />• Youth recreational programming 501(c)3 organizations. <br />• Senior program services 501(c)3 organizations. <br /> <br />To start, staff would recommend funding up to five, $1,000.00 donations. Additionally, staff would <br />recommend that an application process be opened on an annual basis and funded on a first-come, first- <br />served basis, provided the requirements are met. Example requirements could include: <br />• Organization meets one of the missions selected by the Council <br />• Organization is a 501(c)3 in good standing with the State of Minnesota <br />• Organization must follow Minnesota State Statutes for “Lawful Purposes, including Section <br />349.154” <br />• Organization must have a business address registered in Little Canada <br />• Organization must serve Little Canada residents <br />• A completed application (submitted online) <br /> <br />Staff would bring forward an application process at the next council meeting, with the hopes of <br />opening an application process in mid-October and advertising in the upcoming newsletter. <br /> <br />ACTION ITEMS FOR DISCUSSION <br />• Does the Council want to make any changes to how the 10% Fund is used? <br />• Does the Council want to fund all or a portion (50%) of NYFS through the 10% Fund? <br />• Does the Council want to develop a community support program? <br />o Does the Council support the concept of an application process? <br />o Does the Council support the outlined missions? <br />o Is $5,000 a number the Council is comfortable spending? <br />• Does the Council have other ideas or other lawful purpose expenditures?
