<br /> MINUTES <br /> CITY COUNCIL <br /> SEPTEMBER 9, 2009 <br /> Compensation Insurance costs are high resulting from a League of MN <br /> Cities Workers Comp Audit, and the need to make up for premium <br /> increases for the past two years. The increase was not due to claims, but <br /> rather a Workers Comp formula change. Morelan reviewed the increase in <br /> the Special Activities Fund, indicating that there may be a retirement of <br /> one of the Department officers and a larger retirement party than is <br /> typical In reviewing the Operations Funds, Morelan noted the difficulty <br /> of budgeting for equipment repairs. He further reviewed equipment needs <br /> that would be addressed in 2010. Training Funds were next reviewed, <br /> with Morelan explaining the level of drill remunerations and training <br /> expenses projected for 2010. <br /> Morelan pointed out that the overall increase projected for 2010 is 4.75%. <br /> The Fire Department had hoped that increase was smaller, but feel this is a <br /> realistic figure. Morelan noted that the increase is $2,500 over 2008 actual <br /> expenses. <br /> Blesener suggested that the Fire Department continue to review its 2010 <br /> Budget request to see if there are any areas that could be adjusted <br /> downward. Morelan indicated the potential to reduce Building Fund <br /> expenses, but asked if the City would cover any expenses in this area that <br /> may go over budget in 2010. <br /> Morelan announced that the Fire Department is looking to hire two new <br /> fire fighters. He suggested that anyone that might be interested get their <br /> application in by early next week. <br /> Morelan announced that the week of October 9°i is Fire Prevention Week, <br /> and fire fighters will be visiting local schools that week. IIc asked that <br /> parents reinforce the fire prevention message with their children. <br /> This Friday the Fire Department holds a remembrance ceremony of the 8°i <br /> anniversary of 9/11. Morelan reporCed that the Fire Department sirens <br /> will sound at 8:59 a.m. which is the time of the collapse of the South <br /> Tower of the World Trade Center. The Fire Department will have a <br /> moment of silence and encourages others to do the same in memory of <br /> those who lost their lives in that tragedy, including fire fighters. <br /> McGraw asked the status of the Fire Department's 2009 Budget. Morelan <br /> replied that the budget appears to be on track, although there are some <br /> larger expenses that do not get paid out until the end of the year. Morelan <br /> noted that the cost of vehicle repairs have been higher in 2009 than was <br /> anticipated. <br /> The Finance Director began her review of the proposed 2010 Budget.
