The reason <br /> that issue is before the Plaiming Commission is due to location. The City <br /> Planner reported that the need for the Variance is because the sign shape <br /> and size is being changed. if Mr. Duray were only changing the sign face, <br /> no action would be required. 'fhe sign continues to exist as a legally non- <br /> conforming sign. The Planner noted that the changes proposed by Duray <br /> extend the sign a little more into the required setback, but also result in <br /> improvements bring the sign closer to the City's architectural standards <br /> and bringing the sign height alto compliance with the Code. The current <br /> height of the sign exceeds the maximum allowed. <br /> Knudsen again revisited the impact to internal traffic patterns if the sign <br /> were moved to either side of the Rice Street driveway. He agreed there <br /> would be a negative impact on safety for internal traffic Knudsen asked if <br /> the sign would be enlarged. He acknowledged that the sign will meet <br /> height maximums and will have added architectural elements. Duray <br /> responded that the sign cabinet is in poor shape. He is enlarging the <br /> cabinet from 37 square feet to 63 square feet. Papa Murphy's will be <br /> allocated 36 square feet, which is their standard sign requirement, and <br /> ASAP Signs will be allocated 27 square feet. The City Planner noted that <br /> the total signage proposed meet the City's requirements. He noted that the <br /> maximum signage allowed under Code for the pylon is 66 square feet. <br /> Duray is proposing 63 square feet. <br /> Duray explained the calculation of allowable signage, noting that the <br /> property is allowed a total of 197 square feet in signage. He explained the <br /> wall signage proposed, describing the Papa Murphy wall signage on the <br /> Rice Street frontage. He indicated that Papa Murphy's is not proposing <br /> wall signage on the Demont Street frontage, but showed a rendering of <br /> how such signage might look should they change their mind. He further <br /> described the wall signage for ASAP Sign on the Rice Street side. <br /> 'The City Planner noted that a Comprehensive Sign Plan is required as this <br /> is amulti-tenant building. The Variance is being requested given the <br /> encroachment of the pylon into the required setback. The City Planner <br /> indicated that in order to grant a Variance a hardship must exist that <br /> interferes with the property owner putting the property to a reasonable use. <br /> Knudsen noted that Magellan Pipeline will not allow the pylon to be <br /> moved within its easement area. Relocating the sign outside the easement <br /> to the north end of the property causes interference with the signage of the <br /> adjacent business.
